Dear Mr. Mead:

Replying to your letter of December I7, 1926, making inquiry concerning the present status of the application of Marcus Garvey for Executive clemency, you are advised that the Attorney General and the President have heretofore considered the Garvey application. There has been no new development in the case, the recommendations are all adverse and I am not aware of any sufficient reason for reopening the case at this time.
